The government made a law.A special law that has not been broken since Emily's grandmother.The law states:'If thou threaghten or murder a band,they shall be sentenced to death' Emily Carter must finish the throne. Emily must follow her mother's footprints and destroy(kill) Motionless In White.She must make a plan thatvwill follow through and has to decide if one shall be innocent or guilty.

Emily fell in love with one and must decide to either convict the crime or run.
